Heat treat? Need help

I quenched a 15" dagger today and afterword tested the hardness by prying it a bit. The tip broke off so I'm thinking its pretty hard and I try to bend it over my knee and it stays bent so It seems too soft. What am I missing here?
 
If it helps I got the temperatures even with color before quenching. The tip was the same color as the body of the blade.
 
What kind of steel, what H/T regimen did you follow, several things we need to know to try and help.
 
File steel from a Heller file so I'm not sure the exact type. I normalized it 3 times then quenched at bright orange in preheated canola oil. The tip that broke showed pretty small grains.
 
No I didn't temper it, that was my mistake. Still thought It shouldn't bend in the center if the tip broke. I requenched, reshaped the tip and it seems better now. New too this all, it's a steep learning curve.
