Lock blade knives are legal to have at home in the UK. Only slip joints under 3 inches can be carried.
And lock blades can be carried with good reason, or fixed. Reason will be more stringent for a dude in a band shirt and jeans walking down main street as opposed to if you've just returned from Dorfland-Over-Havenbirchshire or whatever after shooting clay. They don't like anyone working class to carry unless they're dang well doing a job, so they get it the most often.

Yessir, it is a manual knife! :) 100% legal to own, legal to carry with good reason, but the style may jam you up if "caught" due to ignorance on their part, but you were asking about home.
