Yes. It doesn't appear to be 'assisted opening', so perfectly fine to own and use.
If you have 'good reason' you could even carry this.

And lock blades can be carried with good reason, or fixed. Reason will be more stringent for a dude in a band shirt and jeans walking down main street as opposed to if you've just returned from Dorfland-Over-Havenbirchshire or whatever after shooting clay. They don't like anyone working class to carry unless they're dang well doing a job, so they get it the most often.
