Wiha has recently partnered with chinese mobile (and consumer durable) brand Xiaomi (or one of its subsidieries) and they are producing bits there out of S2 steel. Xiaomi is offering bit kit with wiha bits. That may explain the bits being made in China.

The stones are splash and go it seems. Traditional stones are soaking stones if I am not mistaken. Dimensions are in line with traditional stones & professional. Traditional line doesn't have a 3k. Color scheme is consistent with professional (greenish 1k, brownish 3k).

It is closer to VG-10 in composition. Damascus does not depend on steel. Any steel can be clad with 'San Mai' damascus. I am unable to comment on damascus quality of the subject knife maybe more knowledgable members can shed light. Although at that price point, real damascus is less likely.
If you are using guided sharpening, this technique may work well. Try it on less expensive knives first though.
if you are good at hand sharpening, the same technique can work on the edge of the stone.
I think major point with SiC sandpaper is that glass/granite is not abraded and dished and hence the stone could be properly flattened.
One might try loose grit on worn sandpaper to see if it helps fasten the process.
