40$ Bird and Trout knife?

Just happened to think of the cold steel mini Pendleton hunter or their bird and trout with a metal handle and the o ring on the end to hold the pinky.
 
I don't know the exact style you're looking for (tradional/modern, with/without scales). One knife that comes to mind which I love is the cold steel mini pendleton hunter in VG1. Very stainless, great blade shape and comes in under budget. I got mine for $26. I recommend adding a lanyard for the pinky finger. Check the vids on YouTube
 
I have a few B & T knifes that I use, a few customs and a few off the shelf. But honestly, my favourite is the one I started out using which is a Zwilling 3 1/2 inch paring knife I liberated from my wife's kitchen knives one day on my way out the door to go fishing. The thin blade is a real asset when dealing with small game and especially fish. I made a sheath for it and use it for rabbits, grouse, duck, geese, and trout. Not the fanciest thing in the world, but works great!
 
+1 for the A.G. Russell Bird & Trout it's a great little knife and available in a few different steels.
 
If I were looking for a knife like that on a tight budget, I'd grab the Buck 135 Paklite caping knife. It sells for right around $20 and uses Buck's well respected 420HC steel, is light, and would do everything you could want. The fact that it comes in way under budget means you could even buy yourself an upgraded sheath too!

I have a folder bird an trout from KOA. Sharpened once, killer deal if you are interested, not a knife for me.....Guaranteed to fit the budget shipped. D2 steel

I like many of the recommendations so far, namely the Victorinox Vicky. I just happen to have a Victorinox 3 1/4 plain edge paring knife which might just find it's place in the turkey woods with me next season. It weights nothing and I have put a decent edge on it. Too bad I have no sheath for it. I also have a Victorinox 6'' Boning knife which performed 'ok' for me last season but it has no sheath and is a little long.

I also like the Buck Paklite recommendation, I can't believe buck is putting out such a nice line of knives, they've come a long way. The boning paklite has my attention.

No one has mentioned this one, but can this be used in the b&t category, the CRKT SPEW? The fit and finish of the package looks very nice for the price...

Agree with the Mora suggestion.

As for the spew, I personally prefer more of a belly for a knife I'll use to clean game, even small game like trout / birds.

Yea.. any knife for game has to have some sweep to the blade. On a wharncliffe blade like the spew, youre just using the very tip. Belly is more important for larger game. If you look at most fillet and boning knives you will see sweep with not much belly. If you look at a true hunter (loveless, dozier, etc..) you will see both.
