anodizing bead blasted surfaces?

I need a little help with anodizing bead blasted titanium scales. I have no problem with etched or smooth surfaces. But once I try bead blasted or orange peel surfaces I can't get my power supply past 9-15v. I'm using a 120v 1am supply, a metal bowl for my cathode cathode, tsp for my water solution, all parts are cleaned well before hand. Any ideas on why this is happening? Thanks in advance.
