Best way to set a post anvil in concrete?

I made a small secondary anvil years ago from a long square chunk of tool steel and would like to set it in concrete. Would rebar, set vertically in the concrete directly below the anvil, be enough to prevent cracking from impact? Or some other way to do this?

Mine is set in a 6" dia thick walled pipe, with rebar under it like you describe. I think it is best to have something around it to offer support so you don't blow off chunks.

 
The anvil block is 4x4x14 long. The whole thing(including the base) is just under 200lbs. It is 1045 mat'l and I gave it a feeble go at hardening once... but it's pretty soft. I like it that way, though. It's nice and quiet... and easy to repair dings. I currently have all four edges at different rads (1/4, 3/8, 1/2 and one left sharp)
