Seems like a human nature thing. eBay changed it's feedback rules a few years ago around this kind of thing.

If you are a buyer and want + feedback just pm the seller most are glad to leave feedback to a good buyer.

I have received feedback for about 2/3s of the transactions I have made on here (all but one have been as a buyer). I try to be diligent leaving feedback for those I buy from. That said if you look at the selling/buying practices of some members I understand how they loose track. A polite message is about all you can do.
