Recommendation? Bladeless Multitool: Would a wood saw and awl be OK to carry in Europe (Italy, Germany, UK) and China?

I'm pretty familiar with European knife lives (non locking, large blades, etc).

I built up a knifeless Leatherman Bond by taking the knife out and adding a wood saw and Wave Scissors.
The main reason for this tool is carry at the small engineering shop I work with in Italy and when we set up shows in Europe. I think I'm covered in both cases because I have a reason to carry a tool during those times.

My question is all the rest of the time in Europe (Italy especially). I've found myself wishing I had a tool many times but never had a knifeless one before.

Is there any history of people having a problem with either a blunt wood saw or awl when just out and about in Europe or China? Both tools would be non-locking and smaller than 3"...

I would suggest the saw would be acceptable but the awl might not be unless it was a reamer type multi use maybe with a stitching eye in it. Small scissors are often banned from some travel like airplanes, but perhaps when contained in a tool.

I am from Italy too, and quite familiar with laws etc.
I will not bring it with me in cabin in any case, I'll put it in my checked luggage. At Security check, they took small pliers and tools of a missionary who build necklace and bracelet.
And I don't know if a blunt saw can give problems too, it depends from the officer you meet and if he wants to take your tool for him.
