That has the same appearance as the Westmark ruby ceramic which Konstantin describes as

Westmark (made of ruby ceramic, hollow, fragile, expensive, Germany)

I have been using ruby bench stones for 40 years. They work very well.
Different grits are available.
I don't recommend the rod.
