California Switchblade Law?

Califofnia has 17235 pc and 21510 pc which are essentially the same. They both prohibit the carry, use and sale or transfer of any switchblade knife. Why have two seperate laws for the same violation?

A few years ago the California legislature decided to revise some of the penal codes for reasons unknown to me. But if you combine the two statutes mentioned you would have 653k pc which was the switchblade law prior to the revisions. Why split one code into two, it makes absolutely no sense whatsoever?
