CCW in CT

I just moved to CT on Active duty military orders, CT law states anyone with an out of state CCW must obtain an in state CCW prior to carrying legally in CT. I have a Florida CCW, now does anyone know if I will be an exception to this law beings I am on active duty orders? The law states I can still carry my weapon with my CCW, but only for the purpose of traveling to and from ranges or gun shows...etc? any help would be greatly appreciated. ( really hope i don't have to go through that process again for another CCW? )
 
I believe you need a new CCW. It will probably be easier to get as you are active military. My friend had to go to the local police department to get his. :jerkit:
 
Before you can take your pistol (any firearm with a barrel less than 12") out of your fixed place of business or place of residence, you are going to need to obtain a Connecticut State Permit to Carry a Pistol or Revolver. It is irrelevant whether you are taking it to the range in a case or are carrying it loaded on your person for protection. The only real exemption to the permit requirement is moving the pistol from one residence to your new place of residence or taking it for repair. You also need a permit to carry or a COE to purchase a handgun in Connecticut, though no permit is required to possess one in your home or fixed place of business. A COE does not permit carry.

Connecticut does not have reciprocity or recognize any other states' permits. The exemption that you are recollecting allows an individual licensed in his home state to come to a training course in connecticut with pistol or revolver for the pusposes of competing in a formal pistol/revolver competition or participation in a formal pistol/revolver training course.

While the law does not require concealment, it is a bad idea to "open carry" in Connecticut. If you choose to carry a visible pistol, and somebody becomes alarmed, you will likely be arrested for breach of peace, and your permit will likely be subject to revocation.

If your permit is revoked or your application is denied, you may appeal to the Board of Firearms Permit Examiners. Their website is http://www.ct.gov/bfpe
On their website, you can listen to various appeals hearings. If the board upholds the denial or revocation, it is possible to appeal to the Superior Court.

The process of getting a Connecticut permit will vary slightly depending on whether you are in Connecticut yet or not. If you are not yet in Connecticut, it will be a little bit easier. Non-residents can apply directly to the State Police for a permit as long as they have a valid permit from any state (ie. an NJ resident with a Florida non-resident permit can get a CT carry permit). Those non-resident permits are obtained by mail.
If you are already in Connecticut, you will apply to your local police chief or first selectman for a Temp State Pistol Permit. Once you obtain the 60-day permit, you will go to the State Police HQ (or one of the issuing state police barracks) and get your "permenant" (5-year) permit. The temp permit is valid for carry but not for purchasing handguns. You want to upgrade to the "permenant" state permit ASAP after getting to your temp, because if it lapses, you wil need to do the entire local application process again.

One component that you will need to get the permit will be proof of completing a pistol safety class. Most people use the NRA Basic Pistol Safety Course. I did mine with Brian Kowalczyk in Berlin. His classes are fast paced and only take one day. He charges $100 which is on the lower end of average. Similarly, Ed Peruta has created an alternative course that is approved by DPS, and is based upon building on your existing knowledge (over the phone), then meeting with him to complete the live fire portion. If you would like a stronger foundation in the basics, there is other NRA instructors that I would recommend.

While the law does not specify how long the safety certificate is valid, many departments will not accept certificates that are greater than 1 year old.

Your town may ask for letters of reference or other requirements beyond what is stauatorily specified. State law doesn't authorize towns to make additional requirements, BUT, it is best not to argue the point. Meeting the requirements usually isn't too difficult.

As it stands, your military ID will help you avoid the 14 day waiting period on long gun purchases. Other documents that help you avoid the waiting period include a CT hunting license, Police ID, Pistol Permit, or COE.

I have a non-resident CCW permit from CT. I got mine through Sharon PD. It was easy to do.

Non-Residents no longer have to get a town permit to get a state permit. Now, they only need to apply directly to the DPS.
 
OK, well that sucks they need to do away with all this, if you can carry concealed legally in one state there should be no problems to carry concealed in another. I want to go back to Florida...lol, no well thanks for all the info I really appreciate it. Now, I don't have to stop a local cop and ask.

i hope you mean to ask him/her about the application process. dude, i know that you know ALOT better than to ask a cop a legal question. how many arguments have you over heard in the squad room about who thinks what's legal and what's not. ask 10 cops the same question and you'll get atleast 5 different answers :D

btw - you get what you deserve for abandoning the Confederacy lol
