Is it possible to make a good useable knife from the above type steel wrench? we call them spanners.

If so will you please advise on the correct stages of production using a propane forge and 4x36 sander

You might want to try in the knife makers section
 
If I am not mistaken, the carbon content in wrenches is too low for a really good blade. It won't harden very high or hold an edge well. Ask this question in the knife makers section and they can tell you for sure.
 
I did look elsewhere on here prior to asking for advise, unfortunately my old eyes miss a lot.
