I believe it's brown kydex judging by the underlying material appearance and thickness under the white coloring on top and it's a chamfered hole I think judging by the tool marks. So is it a hole in a kydex sheath? Mounting hole where a rivet will be placed?

This is an extremely rare knife. I've only seen one in person and another in pics. What is it. Even if you figure out the model, you need to ID what was specific name given it.

Base knife, I’d guess an early Steel Heart mutant. One of the ones Bully collects. As far as name…….no clue.
