How do I make a hand guard for a knife?

Try reading every single WIP thread you can find. They help with the theory. Or look at you tube videos.

There are a few knifemakers in Spokane area, a couple on Bladeforums even. Maybe try to contact one of them to see if you can arrange a class some time.
Or, if you ever make it over here (Tonasket) I could show you a few things. Other than that, ev13wt is right on, just read and read and watch videos before asking many questions. People here tend to get annoyed when all of the quality educational content seems to have been overlooked...
 
Personally, a drill press and files is my best friend. I usually butt my guards against the flats at the blade for as close to an invisible fit as possible. So I go for a slight interference fit at final lockup by fitting the guard until the lsst 1/2" or so of tang. Than I usually drive the guard to the blade with 2 pieces of oak by hammer with the point down.

Your experience will probably be different.
