How do I wear a boot knife with a regular shoe?

I dont like to wear big boots with a boot knife I have to pull my pants up to my ankle to get it out can I wear a boot knife with a shoe?

Get or make a elastic or velcro ankle strap. Some of the athletic type ankle braces would work also. Personally, in my state, carrying a concealed fixed blade will land you in the pokey so I go with a nice 3" blade thumbstud lock or an AO in my pocket.

Elastic strap of some sort on your calf or ankle consistent with an ankle holster for a small handgun. Probably easier to wear boots.
 
One can wear a boot knife with a ballet slipper if they really want, but I think the point of a 'boot knife' is to tuck it into, well, a boot.

Personally, I don't think that strapping a knife to my ankle beneath pants would be very handy or comfortable, but if you really want to do it, OP, I'm sure someone somewhere makes a rig for it (maybe look under diving equipment.) Or a custom maker might be able to help.

Might be able to get something small like a Kabar karambit or CRKT Folts minimalist into a shoe (not sure what kind of shoe you are talking about though)

Personally I only wear boots, so I have no experience with shoe carrying, but I think the only option is something really small. Lashing a neck knife sheath onto your laces definitely works too, but obviously you cant carry concealed like that.
 
Put your pants in your boots then you don't need to roll up your pants to get your knife and it's not concealed. Even if it's not stylish, one look at your exposed boot knife and they won't be complaining :)

I suppose it mostly would depend on the knife and the shoe.
Example: Cold Steel Urban Pal for example can easily be attached to, or under the laces (been there, done that years ago). I find a lot of useful daily tasks and various handholds (grips) can be had with this little blade (it's truly not just a little push dagger, provided a user can see past the typical impression). If/when push-come-to-shove, it is a very good push-dagger though :-0 and ..., it's only got one sharpened edge, arguably precluding classifications of a dagger that include two or more shaprened edges or blade lengths over 2" etc. ;-)

You first need to determine the goal for the tool (how you plan to use it), then be creative on accomplishing the task.

cutlerylover has a video about this. Skip to about 9 minutes. I can't vouch for how well this works or how comfortable it is as I've never carried a knife this way:
