.200 is larger than .199, and smaller than .201 Are you familiar with math? Divide the number into 1000 and it will tell you the fraction of an inch. 125 goes into 1000 8 times so .125 is 1/8"
 
.200 is 4 fifths of 1/4"_ .050 x 5 = .250 _ .050 less than 1/4"
6 times .200 is .025 less than 5/8" _ 5/8"= .625
you could buy a tape measure :)
 
As to your second question..........I was going to say 3/16", but the way you wrote it doesn't even make grammatical sense. You're trying to compare apples to oranges by asking which of three fractions (not measurements) is closer in value to the measurement 0.200".

I think I know how you are trying to look at it. Without giving you all the math quiz BS .200 is 5.08 mm and closer to 7/32" than either 1/4" or 3/16" would be.

7 divided by 32 is .219 (.21875 exactly) so its still a bit thicker but you get the point.

My advice it to buy an inexpensive dial caliper (standard not metric) and see for yourself. These guys had too much coffee this morning except for Michael.

Go to a good hardware store and buy a 6" machinist's ruler. like the General no.300. It's steel and graduated to 32nds on one side and 64ths on the other, with a decimal-to-fraction conversion chart stamped on the back.
And come on guys! No one was born knowing this stuff :)

Dial calipers are easier to measure with than paper.;)
