The Knife:
My father found it when diving in Mexico back in the late 1980's, it is a black handled "Eternal" 150mm (about) Stainless blade, labled "18 Stainless steel" and is stamped "japan"
The blade is half serrated, and half edge on one side and has these weird angled cut-ins on the other. It come to a sharp tip, shaped like a bowie knife.
I have pictures:

THE PROBLEM
The Edge is very damaged, and the knife is scratched, the sheath and handle are also damaged.
My main question is what angle to sharpen the knife at, and is there an easy way to fix the deep nics in the edge.
If anyone knows a good way to fix the cracks in the handle and sheath I'm open to suggestions.
Thanks.
The Nics:

I only have medium and fine Arkansas stones available to work the blade, as well as a diamond file. Any help would be appreciated.

Thats pretty cool, I have that exact same knife. It has a really soft blade, so a fine file would be a good start. You can even use a 3-corner file for the weird saw teeth and a chainsaw file for the serrations.

The blade even looks soft in the photos. Softer steel will acquire more scratches than harder steel in identical service. My first thought on seeing the photos was to use a file to shape the edge.

dude there is a brand spankin new one of those at an antique store down the street from my house. $17 you live in PA?

That "18 Stainless Steel" mark is intriguing to me. If that is 18-series stainless, that's the same stuff used for most stainless kitchen flatware (knives, forks, spoons). Very corrosion resistant (18% chromium, good for a dive knife), but also VERY soft. Might explain the generally poor condition of the edge, as well as the scratches.

The steel must be very corrosion resistant, he found it underwater, with no indication of how long it had been down there.

So a fine file then, thanks.
As for the sheath, does anyone know how to best fix plastic?
