identifying weird belt

I was emailed a very short video by a supplier that wanted to know if I have seen this type if belt.

It was maybe 24" long and had a tongue on one end and a groove on the other. This belt is non continuous and for some reason is able to be separated. It had the words "patented" on the inside.

Does anyone have any ideas on the maker or type of belt. Anything would help. I could email the vid to some one if needed.

Possibly used for polishing welded tubing.
