Is this a SOG S21 Government Agent knife?

the early sog government was satin wire brush finished and came with a leather and later upgraded to a nylon cordura sheath.
in 2000 sog goverment agent which was essentially the old sog government that was gray coated and paired with the existing nylon cordura sheath pattern.
by 2003, there was a switch to the kydex sheath.
