MSET-ESM Issues Spyderco Assist

Picked this up recently from a fellow collector in Ontario, Canada. Was wondering if these would have been a special order and issued to Marine Security Enforcement Team members. MSET is a combined law enforcement unit made up of Royal Canadian Mounted Police and Canadian Coast Guard members. Their mandate is an armed enforcement unit for the Great Lakes and St. Lawrence Seaway. Thanks for looking and for whatever information you can provide!
