I am looking for small neck knife. I want one that has a blade that is under 3 inches. I was leaning towards a Boker Edit but does anyone have any other recommendations?

Izula. I guarantee if you don't like it, you can sell it in minutes here on Blade forums.
Closest that comes to mind is the Becker Necker but it has a 3.25 inch blade. Personally, I'd get an Izula. The Izula is the knife I carry.Yeah, I love this knife design and lengths. Any other options anyone??

If you really want to spend good money on a neck knife, I can highly recommend the Perrin Mid-Tech Bowie:
They're pricey at $95 from http://www.szaboinc.com/edged_detail.asp?offset=5&ID=123 but it's worth it in my opinion. VERY secure grip, and it's as handy as a utility knife as a combatives blade.
