Looks like a simple wall hanger so there's probably no way you'll know exactly who made it, probably some unknown factory in India somewhere.

I have nothing as to where it was made. It is a very interesting piece. It would appear to escalate the old adage about being poked in the eye with a sharp stick. And another reason to wear safety glasses when handling chopping devises.
