Wow that's a beautiful little axe.

Wards always contracted good stuff but never top of the line for Powr-Kraft and it was always just rebranded standard fair, I would guess mid 60's or earlier based on the finish because I'd expect a midrange TT axe to be slightly rougher finished any later than that.
