For tough stuff, I like the Fiskars, titanium nitride coated scissors sold in Home Depot and other places, The 4&1/2" blades have tiny serrations on one edge which inhibit slippage on thicker materials. The plastic finger cutouts are very thick and ergonomically curved. I have found they largely eliminates discomfort when applying strong force.
That being said it is hard to know if they would cut your rubber matting or if you need compound leverage snips or something more. It all depends on consistency, toughness and thickness of the material being cut. The drawback of compound leverage snips is they take small bites and progress is slower than with a pair of scissors. Scissors also tend to do a neater job and would probably be the best thing to use if they work. A utility knife could work but might require scoring more than once to sever the material.
