I can add them to original threads but can't seem to figure out how to add them to replies.

When you are replying - click on the "smilies" icon that looks like a happy face at the top of the reply box -

On my phone, I see editing options like BOLD, italics, (three dots), chainlink, pictures, and (three more dots). Those last set of 3 dots opens up more options, which includes inserting emojis!

First, click on the three vertical dots to the right of the icon that looks like a picture. Then click the happy face when it pops up. Like this:
