Stand for Belt/disc Sander

Get a sturdy metal rolling cart from HF or some similar store.
Bolt the machine to the cart top.
Screw/bolt a clamping board at the cart edge height on the end or edge of a bench.
Roll the cart up against the bench, and clamp the cart tight.
That will give you a rock solid mount, but can easily be moved aside when not needed.
Put other equipment on similar carts and clamp in place as needed. The carts can all be parked together in one corner. Think of all the low use tools that would work for this. Some carts could have two or three tools mounted.

I have a couple of these, they are pretty sturdy and the legs are spread wide. For the price good solution of mounting tools. I dont mount my little 1", I just keep it on a shelf and pull it down when needed, since I dont do any heavy sanding with it, free standing works pretty good. I guess if you use it more than me a stand it a good idea. With this stand you may consider mounting two tools, or putting a shelf below to switch tools and use for additional storage.

I actually want to make something as opposed to buying it. I like making things so much I'd gladly spend more to make something than to buy it. One of the saddest days in my life was when I finished this boat:

I was thinking of a frame made out of angle iron, and maybe two lawnmower wheels mounted just slightly off the ground so that you could tilt the stand back slightly and roll it on the wheels.
 
I picked up at sears a tool stand and bought their wheel set up for it. You can set up the height just right for you and locking wheels helps a lot. Read about clamping it to the workbench, good idea... but I roll it out of the garage to keep the dust down.
 
Here's what I did. I made the legs out of 1.5"X1.5" angle iron. The top is 1"X1" angle with a piece of 3/4" plywood sitting in it. I had a couple of 10" lawnmower wheels (the kind with the steel wheel, not plastic!) which I made some brackets for the back legs, drilled 1/2" holes in them, and ran a piece of 1/2" round through for the axle. The wheels are mounted only slightly above the floor level, maybe 1/4". Here are a couple of pictures:
