Has the tenacious ever been offered in an upgraded steel or has it always been just 8cr13mov? Ive only found sprint runs of differing g10 colors or carbon fibre

Tenacios is a budget knife so no. You might like the Polestar and Alcyone in BD1N, which are the closest you'll get to an upgraded Tenacious/Persistence.
