Upside down hatchet

Picked up this used us plumb 194 hatchet at a garage sale today for $5. Am I crazy or did someone mount the head upside down? I've seen patterns with the blades angled more upwards for chopping with a short handle, but I don't think this is meant to do so. What do you think?

Yessir, someone hung this backwards. The stamp should have a final digit to it such as 1944.
 
I have picked a few upside down heads generally good heads on bad hangs, also a U.S. marked with no date or manufacture ID. Any info would be greatly appreciated.

Thanks all! The last digit isn't visible under corrosion, but I'm hoping that it will emerge as I clean it up. Probably won't be able to do so for a while, but I'll try to update as I do!
