What is a magic marker?!

maybe they mean to mark the edge of the blade with a black ink marker and see if ya are honing the correct area of the edge?? ie- see where the ink is ground off.........

Exactly. In the US, the Sanford Sharpie is the preferred marker which I believe is also available in the UK. Any permanent ink pen/marker will do. Apply it to the bevel, let it dry, sharpen and it shows where you're removing the metal from. Any leftover ink can be removed with hot water and soap or alcohol.
 
If I remember correctly (and at times I don't), the term got started as a brand name and was applied to all permanent marker pens. Some people do the same thing with "Coke" when referring to a generic soda (or pop or fizzy drink), and Scotch tape for any clear/transparent tape.
 
Magic Marker ™ is a brand name, popular in the US, for a broad, felt-tipped, permanent ink pen that will mark on most common surfaces including on metal. There are any number of brands of such ink pens available which will work just fine.
