Just a thought though, for one, making a knife is a very enjoyable project. Try developing your skills till you reach the skillset needed to make what you've designed. You can do a WIP thread here starting with design critique and I'd bet you'd be surprised what you can be helped to accomplish...
If you do choose to commission a knife... Commissioning a knife by almost any maker is going to cost you a pretty penny. Many makers would also prefer a list of things you'd like the knife to do, along with a size range, so that they may encompass them in a unique work. There are many reasons why most makers prefer it this way, covered in posts from similar threads if you care to search for them. Of course being realistic in your requirements will help considerably, a five pound sack is only a five pound sack after all.
(And boy did you pick the king of the 'trying to shove 10 pounds in there' category with TOPS.)
FWIW, Guides and the like carry several purpose specific blades rather than one 'catch all.'
