The maker is "Sakai Suketomo" 堺 助友
Under that is the steel type "Haisu Kou" ハイス鋼 means Haisu Steel.
Haisu is Japanese for High Speed which with Japanese makres
usually means R2 or SG2 as the core, with a a softer stainless cladding, such as 420j2.

But from what I can tell Sakai Suketomo knives are discontinued and can only be found today on
Japanese auction sites.
