I posted something on that at www.timezone.com recently.... First clean the battery terminals; a nail file is good. Even if they're not visibly tarnished it doesn't take much oxidation to cause problems; it's low voltage.
Silver oxide button cells have a limited shelf life and although lithium coin cells supposedly have a shelf life of ten years I've found new ones with low voltage -- I think they were probably stored in a hot place; that ten year figure is for ideal conditions -- or maybe they were defective when they left the factory.
Quartz movements can sometimes be repaired; they can always be replaced.
