Help ID British iceaxe? "RP 28"

Hi can anyone help me ID the model designation or exact purpose for the use of this icepick/axe? [Reminds me of U.S. ames iceaxe]
28" long wooden pole, marked "RP 28" [mean anything to anyone?], broad arrow proof on steel 11" long head with pick/iceaxe type head, and flattened prybar type attachment at bottom of handle.
Maker marked "WCL", or "WGD", hard to read. Its painted black, and in original condition.
Is it for ice, mountain climbing, or ?
Please help if you can, I realize its not a Kukhri, but I collect it all. I even have a broad arrow proofed small sledgehammer!

There should be a date of manufacture on it. Possibly it will be 1928 or 1828... I wonder what campain it was intended for? Perhaps it would clean up? Get the paint off? You may find the date punched into the wooden handle, if the handle is original.
