I'm not super knowledgeable on the 18's.
(Others on here are and will most likely chime in soon.)

Looks to me to be a 70's era 18 with carbon blade made in Solingen.
Blade has darkened (called a patina) either from use or by forcing it,eg lemon juice,tabasco etc.
Seems to be well looked after and not abused,make a great user.

Do you have any history of the former owner?
Is it from a relative or family member and has sentimental value?

As to restoring it,restore what?
I thinks she's perfect just the way she is!

Depends what do you plan to do with the knife?
If I was to use it,just oil the blade,possibly sharpen,then use it.
If you didnt want to use it,oil the blade and put it in a shadow box.
