You could try shipping the blade and handle separately. I've done that once for a buyer in Canada and it got through customs fine. Not much of a track record, but it's an idea.

I'm Canadian. Getting folding knives over the border is a nightmare when going from US to CAN. Customs agents stole my brand new pakkawood Police 4 despite the fact that model is legal where I live. It's not worth the risk at this point. Thanks for thinking of me though.
