Missouri doesn't have any prohibitions on open carry, but does have prohibition on carrying concealed knives except for folders under 4" (This is from case law rather than the statute). While the ventilator is not per se a knife (having no blade) it may fall within the statute's prohibition against concealed carry of any "other weapon readily capable of lethal use." It is unlikely to run afoul of this law if at the time of police contact, there is a plausible explanation for this item being used for utilitarian purposes. Key word being "plausible;" if your trying to get it through a metal detector, you're probably boned (note that metal detectors can sometimes go off from carbon and plastic weapons due to their density).
