The coating on the Recon Bowie (as with other SOG knives similarly finished) is bluing that would be found on other products, such as rifle barrels. It is often called "gun bluing."
The handle material of the Recon Government, which is no longer in production, is Kraton. The Recon has been replaced by the Government Agent. The Government has a standard blade finish (lightly brushed), while the Recon, and now the Agent, are the non-relective model.

That was my first question, as well. It opens simply by pinching the blade on the spine and rotating it out. With the Arc-Lock, the action is easy and smooth.
