I have a few old knives as in multiple decades old that are highly tarnished. What is the best way to remove the tarnish / discoloration on the blades / bolsters / spine of these knives?

Being old, the blades may be carbon steel and that patina I believe is permanent which is normal for carbon steel blades and doesn't hurt anything. If these are pocket knives, the springs (on the back) may also be carbon steel and the patina is also permanent just like the blades. You can use products like Brasso or silver polish for the bolsters depending on what they are made of.

Never use Brasso on a knife! It is difficult to remove the residue it leaves. Try TarnX, then wash in soap and hot water. Use WD 40 to displace ant remaining water. Wipe dry, and then oil. If you need a more agressive tarnish remover, try Simichrome or a "Miracle Cloth."
