Broken blade looks strange

I had dropped the knife and broke it. Under the shiny exterior is a black metal. It's a knife I bought on Amazon for the sheath. The blade is supposed to be made from a file. I've never seen anything like this. What the heck is this?

A lot of files these days are laminates of hard steel over cheap stuff.

Thanks. I never thought anyone would go to that much trouble to make a blade. It was worth the price for the sheath.
