It may not have a lasting effect, but it may still make the steel less brittle while it is hot I think, unless it has a modifier like manganese?

Mr. Wizard, that is exactly what I use it for. It just sort of relaxes the metal and prepares it for the hit. Some of those stress bends will take a set for years. Sort of like when we soak in a hot tub after a hard workout.
