I notice that, according to Mr. Levine's site, PA state law states:

"(c) Definition.--As used in this section "offensive
weapon" means... any... dagger, knife, razor or cutting
instrument, the blade of which is exposed in an automatic
way by switch, push-button, spring mechanism, or
otherwise..."

While that would include speedsafes, would something like a SWAT Guardfather be excluded? Its "blade" is really just a big spike, and not classifiable as a "dagger, knife, razor or cutting instrument" (at least not if you have a good lawyer).

misdemeanor of the first degree if, except as authorized
by law, he makes, repairs, sells, or otherwise deals in,
uses, or possesses any offensive weapon. (b) Exception.--
It is a defense under this section for the defendant to
prove by a preponderance of evidence that he possessed of
dealt with the weapon solely as a curio or in a dramatic
performance, or that he possessed it briefly in
consequence of having found it or taken it from an
aggressor, or under circumstances similarly negativing any
intent or likelihood that the would be used unlawfully."


Taking the thing home from Wal-Mart would likely be legal, but I assume that "torsion bar technology" would count as the "otherwise" in the offensive weapon def., making it an illegal EDC.
 
The Speedsafe Opening Mechanism is being retailed openly because there are currently no laws against it specifically. However, one state (Washington) has already taken an aggressive stance against it.

Think about it this way - no matter what kind of knife, stick, whatever you have on you when you have been arrested..., they are still going to try to classify it as a dangerous weapon.

If you decide to carry it, just make sure you're prepared to pay the fine if you get searched.
