Rookie ???

I tried to adjust the pivot screw on my Rookie but I can hardly turn the screw at all, It feels as though I am going to strip or break it before it will loosen up. It just barely turns, but so does the pivot itself along with it. Is there lock-tite on the screw? Is this normal?...Thanks for helping!
