Store with Best Shipping Packaging?

I don't know if it is against the rules to use USPS shipping envelopes as padding inside a USPS box - but probably shows up somewhere in a FAQ's. Would be similar to putting a SFRB in an envelope to mail it First Class without concern of crushing. But, we found a group that publishes a local yearly catalog advertising local businesses and take their previous year versions (generally a pallet or more) for our packing material. Saves them a trip to the recycler and saves us the cost of bubble-wrap / peanuts. But, the bigger boys probably have a lot larger requirement (and most certainly more room in the budget).
 
At least one larger knife retailer uses USPS Priority Bubble Mailers inside of their First Class packages. When you order Priority shipping supplies from USPS there is a box you must check saying that the boxes/mailers are only to be used for Priority Mail Shipping. That does not mean inside a First Class package and I doubt it means using them as additional packaging inside of any other packaging, Priority or not.
