The rule of thumb used by the moderators is that, if the poster adds new information which is germane to a thread on a specific topic, it's OK to awaken a sleeping thread to add that information.
If it's just general interest, then start a new thread.
That means there is a certain amount of gray area in making these decisions. It's always OK to report a post and ask. Don't be upset if the mods come up with a different answer than you do.
