With individual burials,taps & the 21 gun salute lead up to awarding the burial flag to a family member or a friend.Other flags are full staffed.

At Pearl Harbor I believe the flags over the USS Arizona ,etc are run up & then lowered, t sunset,stored until the next day. Then the flag is raised to full staff before lowering it into position.

Too busy working on final decree now but if I find out the proper procedure,I'll let you know.

How long does one lower the flag at half-mast, to commemorate events like Pearl Harbour? 60 Years, until all who served have died?

Pearl Harbor is probably ranked with the "Tomb of the unknown Soldier " at Arlington National Cemetary.
As far as I know you might google this info.
