I took "2 per address" to mean physical address (I got access to lots of those ;)).
Maybe some of them took "2 per address" to mean 2 per Bladeforums ID and opened a second or third (or more?) account?
Naw, no one would do that when that can get all your ID's banned. Would they?

Either way, better be quick come noontime :D
